GENERAL INFORMATION and PROCESS TO BE AN OBSERVER IN

The Electoral Observation Mission (MOE) is a platform of civic organizations, independent of state entities, political parties and private interest groups. The Mission for Electoral Observation would like to monitor the 2014 elections abroad with voluntary observers that assist in the observation of national and local electoral process. 

  1. GENERAL INFORMATION
  2. OBSERVATION FUNCTIONS

International and National observers act in the name of democracy and the citizenry offering their eyes and ears for the vigilant monitoring of transparent electoral processes and report possible irregularities on election day In accordance with that stipulated in CNE Resolution 447 of 1997, it is recommended:

  •  The observer cannot carry propaganda or insignias representing any political or social organization.
  • Where possible, the observer should were a White shirt or t-shirt without logos
  • The observer is not an electoral guide. If any person requests information they should be directed to the corresponding electoral authorities or to the police force present in the voting stations.
  • The function of the observer is to take note of the electoral process, not to orient, challenge or make claims.
  • Visibly carry observer credentials authorized by the National Electoral Council and the National Registry, which legitimates their participation in the mission.
  • The observer will only hand information regarding irregularities to the regional coordinators or the International Coordinator, in order for these to be reported in accordance to the established protocol.
  • The observer does not make public statements that will compromise the independence and objectivity of the Electoral Observation Mission – MOE.
  • The observer must abide by a voluntary work schedule elaborated by International MOE, which he or she is responsible to uphold upon accepting this invitation.
  • If a serious and evident incident occurs that merits immediate denunciation, it should be reported to the MOE International or regional coordinators, whichever the case may be.
  1. USE OF THE ELECTORAL OBSERVATION INFORMATION

  • We would like from the observers that they redact a brief observation report, with comments, recommendations…
  1. SELECTION CRITERIA FOR NATIONAL OBSERVERS:
  • Be a Colombian citizen (and live abroad)
  • International experience, preferably in electoral observation
  • Disposition and capacity to work in a mixed group of national and international observers 

      2. SELECTION CRITERIA FOR INTERNATIONAL OBSERVERS (no Colombians abroad)

  • Not have the Colombian nationality
  • International experience, preferably in electoral observation
  • Acceptable knowledge of written and spoken Spanish
  • Disposition and capacity to work in a mixed group of national and international observers

      3. COSTS AND FINANCING

ALL COSTS (NATIONAL AND INTERNATIONAL AIRFARE, GROUND TRAVEL, ROOM, FOOD AND OTHER TRAVEL EXPENSES) ARE COVERED BY THE OBSERVERS.

The Electoral Observation Mission will only provide the training of the observers, and will receive the information from the observers in order to send back to the authorities the irregularities.

  1. PROCESS TO BE AN OBSERVER

      REGISTRATION

 a) REGISTRATION OF INSTITUTIONS AND/OR NO GOVERNMENTAL ORGANIZATIONS

To participate in the electoral observation, observers will be inscribed by the organizations. The organization fulfills the FORM IF1 of the observers, one for each observer, and someone of the organization will be in charge to handle the dialogue with the MOE. b) REGISTRATION OF OBSERVERS – observers without link with Human Rights Organizations, Education organization…

  1. TRAINING

MOE will provide training via Skype to the observers who are outside of Colombia, in three different time zones in order to resolve doubts and teach the main procedure to follow during the electoral observation. In the same times, the MOE will send the forms to fulfill during the Election Day.

     2. ACREDITATION

 The accreditation as a national or international observer will be granted by the National Electoral Council (CNE) and will be sent via e-mail to all observers, once they filled the registration form with all the information. The Observers must print the accreditation in order to enter inside the Consulates and observe.
